According to <a href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=1410037101\"><span class=\"s1\">Statistics Canada<\/span><\/a>, as of February 2022, over 826,000 jobs were unfilled.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">This article looks at reasons behind the current labour shortage, challenges for jobseekers and employers, and leads for employers to tap into a valuable pool of talented job seekers in Canada.<\/p>\n<h3 class=\"p1\"><b>What\u2019s behind the current shortage of workers?<\/b><\/h3>\n<p class=\"p1\">Several factors have combined to create the labour crisis. Baby Boomers across North America have made it into their 60s and 70s and many have decided that it\u2019s time to retire.<span class=\"Apple-converted-space\">\u00a0 <\/span>While the \u201cGreat Resignation\u201d trend has <a href=\"https:\/\/www.workforcedev.ca\/the-great-resignation-its-not-happening-in-canada\/\"><span class=\"s1\">not been seen as much<\/span><\/a> in Canada as in the USA, it may still be looming as 5 million workers remain eligible to retire in the next five years.<\/p>\n<p class=\"p1\">The labour shortage trend in Canada is being dubbed more of a \u201c<a href=\"https:\/\/www.hrpa.ca\/hr-insights\/is-the-great-resignation-over-not-even-close\/\"><span class=\"s1\">Great Prioritization<\/span><\/a>\u201d, according to Ontario\u2019s Human Resources Professionals Association.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">The pandemic lockdowns took a toll on workers. Workplaces closed and laid off workers or sent them home to work remotely. Some workers\u2014especially in the service sector\u2014had time to reflect and realized they wanted a change (higher pay, more job security and benefits, and greater flexibility and work-life balance). <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Many Canadian-born workers under 45 are well educated, creative quick thinkers, technologically literate problem-solvers who are selective about the kind of work that suits them.<span class=\"Apple-converted-space\">\u00a0 <\/span>Twenty-two percent of the workforce have a Bachelors degree but only 15% of jobs require a degree. Lower skill jobs may not be sufficiently stimulating (or provide adequate remuneration) for university-educated workers. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Focusing more on their well-being, health, family, and interests, these workers reflected on who they would work for, how, and why. They will examine a company\u2019s <a href=\"https:\/\/ca.indeed.com\/leadershiphub\/revisit-your-evp-to-reflect-current-reality?hl=en&amp;co=CA\"><span class=\"s1\">employee value proposition<\/span><\/a> before applying for a job.<\/p>\n<p class=\"p1\">The pandemic also saw companies move online, opening up positions in the information technology sector. Some unemployed workers upskilled and found work more aligned with their values, interests and needs. Others set up their own businesses.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<h3 class=\"p1\"><b>The Opportunity for Employers<\/b><\/h3>\n<p class=\"p1\">Did you know that immigrants and newcomers currently make up\u00a0<a href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=1410008301&amp;pickMembers%2525255B0%2525255D=1.1&amp;pickMembers%2525255B1%2525255D=3.2&amp;pickMembers%2525255B2%2525255D=4.1\">one-quarter of Canada<span class=\"s1\">\u2019<\/span>s labour force<\/a>?<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Many are fluent in English or French (and other languages). They\u2019re resourceful, well educated, and have strong technical skills. Governments and businesses (e.g. Home Depot and Starbucks) are tapping into this labour pool.<span class=\"Apple-converted-space\">\u00a0 <\/span>Are you?<\/p>\n<h3 class=\"p1\"><b>Challenges to Overcome<\/b><\/h3>\n<p class=\"p1\"><a href=\"https:\/\/www.linkedin.com\/in\/mohamadfakih\/\">Mohamad Fakih<\/a>, CEO of Paramount Fine Foods and one of Canada\u2019s great entrepreneurs, <a href=\"https:\/\/www.lifelineafghanistan.ca\/blog\/2021\/10\/18\/ceo-of-paramount-fine-foods-intends-to-hire-100-afghan-refugees\/\">has hired hundreds of refugees<\/a>. According to him, \u201cOne of the largest barriers that new Canadians face is getting ready for the job market and finding an employer who\u2019s willing to give them a chance.\u201d<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Accessing work in Canada is complicated but the federal government is making it easier by developing <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/news\/2022\/04\/new-measures-to-address-canadas-labour-shortage.html\"><span class=\"s1\">new measures<\/span><\/a> to address the labour shortage, setting up a \u201c<a href=\"https:\/\/www.welcomingeconomy.ca\/\"><span class=\"s1\">Welcoming Economy for Refugees<\/span><\/a>\u201d website with valuable resources for employers, and creating the <a href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/services\/immigrate-canada\/ukraine-measures\/cuaet.html\"><span class=\"s1\">Canada-Ukraine Authorization for Emergency Travel<\/span><\/a>. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Foreign jobseekers need to pass language tests, get a work permit and a social insurance number, prepare a resume in English or French, and\u2014in some fields\u2014provide proof that they passed certification exams.<\/p>\n<p class=\"p1\">To accelerate the hiring process, immigration applicants can attend job search workshops before they arrive.<span class=\"Apple-converted-space\">\u00a0 <\/span>However, this pre-arrival preparation does not apply to refugees, so employers may need to reach out to them rather than expecting them to apply through established channels. <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Newcomers also need housing; a health card; information about resources in the community; skills training; safety training; and supports for family members (schools, daycare, language training, and counselling). <span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Many also need a consistent work schedule to balance work and family responsibilities.<\/p>\n<p class=\"p1\">Certainly challenges exist, but they can be overcome. Fortunately, there are services available to help you navigate your way through.<\/p>\n<h3 class=\"p1\"><b>Build Connections to Find Immigrant\/Newcomer Jobseekers<\/b><\/h3>\n<p class=\"p1\">Provincial and territorial governments are responsible for employment services and job skills training.<span class=\"Apple-converted-space\">\u00a0 <\/span>Employers should familiarize themselves with the service providers and training subsidies available in their province.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">In Ontario, for example, <a href=\"https:\/\/www.ontario.ca\/page\/jobs-and-employment\"><span class=\"s1\">Employment Ontario<\/span><\/a> has a <span class=\"s2\">\u2018<a href=\"https:\/\/feat.findhelp.ca\/\"><span class=\"s3\">Support for Employers<\/span><span class=\"s1\">\u2019<\/span><\/a><\/span> tab on their website that can help employers connect with local Employment and Training Service (ETS) providers.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Settlement organizations and immigrant associations across Canada also help newcomers navigate the challenges in getting hired. A few of the organizations and resources are:<\/p>\n<ul class=\"ul1\">\n<li class=\"li1\"><a href=\"https:\/\/settlement.org\/ontario\/employment\/\"><span class=\"s1\">Settlement.org<\/span><\/a> \u2013 \u201cInformation newcomers can trust\u201d<\/li>\n<li class=\"li3\"><span class=\"s4\"><a href=\"https:\/\/hireimmigrants.ca\/\"><span class=\"s1\">Hireimmigrants.ca<\/span><\/a> \u2013 See their publication <a href=\"https:\/\/hireimmigrants.ca\/wp-content\/uploads\/2019\/01\/investing-in-refugee-talent_hire-immigrants.pdf\"><span class=\"s1\"><i>Investing in Refugee Talent<\/i><\/span><\/a><\/span><\/li>\n<li class=\"li1\"><a href=\"https:\/\/skillsforchange.org\/\"><span class=\"s1\">Skills for Change<\/span><\/a> \u2014 an ETS provider with learning and training opportunities for new immigrants<\/li>\n<li class=\"li1\"><a href=\"https:\/\/www.immipreneur.net\/business-english-for-immigrants-in-canada\"><span class=\"s1\">Immipreneur<\/span><\/a> \u2014 training in business English for immigrants in Canada<\/li>\n<li class=\"li1\">Talent Hubs for refugees and employers:\n<ul class=\"ul1\">\n<li class=\"li1\"><a href=\"https:\/\/jumpstartrefugee.ca\/programs\/talent\/\"><span class=\"s1\">Jumpstart Refugee Talent<\/span><\/a> \u2013 seeks meaningful economic inclusion for refugees<\/li>\n<li class=\"li3\"><span class=\"s4\"><a href=\"https:\/\/www.jvstoronto.org\/home\/\"><span class=\"s1\">JVS Toronto<\/span><\/a> \u2013 provides additional links to <a href=\"https:\/\/www.jvstoronto.org\/resources-for-refugees\/\"><span class=\"s1\">settlement resources for refugees<\/span><\/a><\/span><\/li>\n<li class=\"li3\"><span class=\"s4\"><a href=\"https:\/\/accesemployment.ca\/\"><span class=\"s1\">Acces Employment<\/span><\/a> \u2013 has a job board and information about <a href=\"https:\/\/accesemployment.ca\/hiring-talent\/diversity-in-canadian-workplaces\"><span class=\"s1\">Diversity in Canadian workplaces<\/span><\/a><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3 class=\"p1\"><b>What\u2019s the Process?<\/b><\/h3>\n<p class=\"p1\">Once you have defined the skills, competencies and credentials required for the job(s) you want to fill, let the providers know what jobs you have available so they can link you up with suitable candidates.<\/p>\n<p class=\"p1\">The providers facilitate job search training, help newcomers and immigrants prepare a resume, assist with getting credentials recognized, and connect with employers.<span class=\"Apple-converted-space\">\u00a0 <\/span>They can set up job placements (sometimes with subsidized training) and mentorships.<\/p>\n<p class=\"p1\">ETS providers can also help immigrants complete company onboarding documents and possibly line up a translator\/interpreter to attend initial job training with the employee.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">\u201cMentorship, support and compassion are important to new refugees as they move across the world,\u201d Fakih stated. \u201cFor Canada, refugees are a gift, crucial for the growth of our country\u2026. I know that when I hire a recent refugee, their new ideas and energy make them an instant asset for the business.\u201d<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">Newcomers may have an urgent need to find a job when they first arrive, but they too desire work aligned with their training, work experience, interests and needs.
